Item Summary

 

This Item is for the approval of Contract No. 2018-055 for the Airport Trunk Main Phase 2 Design Project to Lyon Engineering in an amount not to exceed $490,830.00 for engineering design services.  The contract is for design of approximately 15,600 Lineal Feet (LF) of 24-inch to 48-inch gravity sewer trunk and branch mains near the Airport in the north Prescott area. The trunk main design will begin at the Airport Water Reclamation Facility and will run southerly to the Northern edge of the Granite Dells. (See Attachment 1, Vicinity Map)

 

Background

 

Results of the Sewer Model Report and Centralization Analysis, determined that the existing Airport Trunk Main needs to be upsized for current flow demands and for the centralized build out scenario.

 

This project is the 5th of 10 projects that will complete centralization of the Wastewater Treatment process.  See Attachment 2 – Centralization Projects Overview.

 

Centralization, when completed will combine all wastewater treatment processes at the Airport Water Reclamation Facility and decommission the Sundog Wastewater Treatment Plant. 

 

The Airport Trunk Main, Phase 1 project was completed through the Walden Ranch Subdivision based on a cooperative agreement with Walden Ranch, in July 2017.

 

This project will research alternative alignments while replacing the trunk main through the Airpark Industrial Park, under the State Route 89A /Larry Caldwell Interchange, including connections to the existing trunk main in State Route 89 at the north end of Granite Dells. 

 

Procurement

 

Lyon Engineering was selected from the City’s pre-approved on-call list for qualified design professionals and based on their prior work on the Airport Trunk Main Phase 1.A scope & fee has been negotiated with the city. See Attachment 3.

 

Project Schedule

 

Engineering is scheduled to be completed within six (6) months of the notice to proceed following the schedule below:

Financial Impact

 

The design fee of $490,830.00 is less than 5% of the estimated construction costs of the improvements.  FY18 funding was budgeted and is available in the Wastewater Fund.  The Water Infrastructure Financing Authority of Arizona (WIFA) will provide project construction financing.  The debt issue will be repaid from user rates and impact fees. The City’s standard contract for professional services will be used for this project.

Steve Orosz, Program Development Manager, presented the Trunk Main Phase 2 project. He said it was the fifth step in the ten step project for centralization in the north end that connects to the airport reclamation facility. The current sewer line that runs through there is undersized and needs to be enlarged to accept the flows. The Trunk main was put in to accommodate the Walden Ranch Development and it is up and running.

Councilman Blair asked when the original trunk main put in. Mr. Orosz said in 1977. Councilman Blair asked if the old one stay one would it be pulled out. Mr. Orosz said it would be removed.
