Item Summary

 

On October 11, 2016, Council approved City Contract No. 2017-143 with the United States Geological Survey (USGS) for geochemical data collection in support of Comprehensive Agreement No. 1 (CA1).  This technical work is a three-year project at a total cost of $202,810.00.  The USGS recently contacted the CA1 Parties to discuss providing supplemental USGS Cooperator Matching Funds in the amount of $54,902.00. A USGS Joint Funding Agreement amendment has been provided to the City, the CA1 fiduciary agent, for acceptance.

 

Background

 

On September 19, 2012, Council approved Comprehensive Agreement No. 1 (CA1) among the City, Salt River Project (SRP), and the Town of Prescott Valley, providing for implementation of an enhanced groundwater and surface water monitoring system to generate data for a more refined (“nested”) groundwater model to be developed for the Big Chino Sub-basin and its connection to the Upper Verde River. 

 

A component of the monitoring outlined in CA1 is geochemical data collection to further define groundwater recharge flowpaths.  The parties to CA1 supported the original USGS proposal dated August 23, 2016, Workplan to Collect Geochemical Data for an Improved Understanding of Recharge Location, Water Rock Interactions and Groundwater Residence Time in the Big Chino Sub-basin, Central Arizona. This work will improve and further initial understandings gained from the Northern Arizona Regional Groundwater Flow Model. 

 

At the July 2017 monthly meeting of the Parties, this supplemental funding was reviewed and it was agreed that the funds should be accepted. The effect will be to reduce the expenditures of the three CA1 parties; there will be no delay or modification to the data collection plan or schedule.

 

 

Financial Impact

 

Prescott is the fiduciary agent for CA1.  City Contract No. 2017-143, in the amount of $202,810.00, is proportioned in yearly increments to Prescott, Prescott Valley, and SRP in the amounts of $71,205.00, $71,205.00, and $60,400.00 respectively. Applying the USGS Cooperative Matching Funds would reduce each party’s payment by $19,903.00, $16,881.00, and $18,118.00 respectively.
