Item Summary


This item is to award City Contract No. 2018-234 to Earth Resources Corporation for construction of the Drainage Improvements Projects Bid Packet #1 in the amount of $393,545.00.


The locations of the projects are shown on the attached vicinity map.




When Public Works responds to drainage complaints, the need for physical improvements is sometimes identified.  Based on citizen complaints and field observations by Public Works, a number of drainage improvements projects have been identified.  The scope of the drainage improvement projects have been separated into three categories to provide for a more competitive bidding process for contractors of various sizes.  The Drainage Improvement Projects, Bid Packet #1 consists of three improvement areas throughout the City: 


Area 1 - Alarcon Alley, South of Aubrey Street between Alarcon Street and Pleasant Street. 

The unpaved alley will be paved with an inverted crown concrete pavement and 6-inch vertical curb with 6-inch rolled curb at driveways.  Erosion control measures will be implemented to reduce sediment concerns associated with the area.  The project will improve drainage and sediment control from several multi-family residences and reduce flooding associated with the Boys and Girls Club building.


Area 2 - Goldenrod Way Spillway. 

The improvements in this area include replacement of the damaged concrete spillway at Goldenrod Way and Panicum Drive intersection.  The existing curb cut and spillway will be removed and replaced with a new curb and concrete spillway. The project will improve drainage flow and reduce erosion between the public street and private property.


Area 3 - Divinity Drive  

The existing curb and gutter in the cul-de-sac has uneven grades that have created areas where water ponds throughout the cul-de-sac.  The proposed improvements include reconstructing the curb and gutter and repaving the cul-de-sac to obtain positive grades to the existing drainage inlet. 


Construction contracts for Drainage Projects Bid Packets #2 and #3 will be forthcoming at future council meetings. 


Bid Results


The project was publicly bid on two consecutive weeks during May in 2018.  Two (2) bids were opened May 24, 2018, with the following results:

Written confirmation of the bid has been received from Earth Resources Corporation.  Verification of license, bonding, references, and past performance of similar projects has been completed.  Based on this information, the bid has been deemed responsive and balanced.


Award of the low bid in the amount of $393,545.00 is recommended.


Project Schedule


Per the contract, all work must be substantially complete within 90 calendar days of the notice to proceed.  Pending contract award, the following milestones have been identified:

Financial Impact


Funding for this contract was budgeted in FY18/19 and is available from the Streets Fund and from the Yavapai County Flood Control District.  The City’s standard construction contract will be used for this project.

City Engineer Steve Orosz presented on the possible award of City Contract No. 2018-234 to Earth Resources, LLC. for the Drainage Improvement Project. The specific project include a three (3) part improvement project. Alarcon alley, Goldenrod Way and Divinity Drive. These drainage areas have become problematic. The quality of the contractor is satisfactory and the low bid is being recommended. They will have ninety (90) calendar days to complete the project before the end of the summer.
