Item Summary

 

This project consists of the rehabilitation of Runway 3R/21L, identified by staff and prioritized by the Federal Aviation Administration (FAA) as a result of the annual Part 139 Inspection for safety and FAA standards.  This project will also include the mitigation of an FAA validated runway incursion “hotspot” located at Taxiway C, C-2, and E intersection. 

 

The design phase services were approved by City Council on 08/29/2017 and completed by Dibble Engineering. 

 

Background

 

Runway 3R-21L consists of very old and severely deteriorated asphaltic concrete (AC) pavement and has reached the end of its useful life.  The last pavement rehabilitation project for the runway was a 1-inch overlay in 2003, (over 14 years ago).  The existing condition of the pavement generates large amounts of debris (spalling and raveling) that can severely damage aircraft operating on the runway, becoming a significant liability to the City.  The pavement is failing to keep ground water from penetrating the subgrade, which if not remediated, could result in more severe pavement failure and require a more extensive and costly repair. 

The concern in the condition of the runway was noted in the annual FAA Part 139 inspection as an unsafe condition during their site visit.  From that inspection, the FAA directed the Airport to perform the design for the rehabilitation of the runway pavement, along with replacement of the existing runway lighting and signage surface equipment that is over 20-years old, and portions of the runway that require surface strengthening in accordance with the Airport Layout Plan (ALP).

Additionally, as part of the Airport Master Plan process, the FAA directed the City to perform a Runway Incursion Mitigation (RIM) Study.  An incursion is an incident where an unauthorized aircraft, vehicle or person is on an airport movement area, such as a runway or taxiway, potentially impacting aircraft traffic.  The Taxiway C, C2, and E intersection is a runway incursion “hotspot” identified and validated by the FAA, as multiple runway incursions have occurred in this area.   This project, in addition to the runway rehabilitation design phase will also include the modification of Taxiways C2 and E to address and mitigate the “hotspot” in accordance with current FAA standards. 

The existing infield grades, drainage infrastructure, and airfield electrical lighting and signage will all be modified and updated to also meet current FAA standards and to provide a safer environment for aircraft operations in this critical area.

These projects are a top priority to the FAA and would greatly enhance the safety of the airport and its users.

 

Financial Impact

 

The City of Prescott received two (2) bids for this construction of this project on May 24, 2018.

 

Combs Construction    - $3,605,684.49

Fann Contracting, Inc. - $4,897,710.00

 

Shortly following the bid opening, Combs Constructions issued a letter stating that they had a clerical error and requested to withdraw the bid, which was allowed by the City Legal and City Manager’s office. 

 

Based on review of the bid tabulations, Fann Contracting meets all requirements and gained concurrence of award by the FAA.
 

Dibble Engineering, who was awarded the five year on-call contract in 2014, is recommended to perform construction administration services in the amount not to exceed $473,694.00. 

 

This project will utilize an FAA grant (95%) and an ADOT grant (2.5%).  The FAA grant is scheduled to be received on approximately 06/20/2018.  Due to the critical timeline of the project, we recommend approval of acceptance of the grant award, in advance, so that reimbursement of the design project can be completed and the administrative notice to proceed can be provided to the contractor.

Airport Director Robin Sobotta presented on the approval and acceptance of

(2) Approval of Authorization of Services No. 15 (City Contract No. 2014-029) to Dibble Engineering for Construction Administration services for the Runway Rehabilitation and Mitigation of HotSpot No. 2 in the amount not to exceed $473,694.00;

(3) possible award of City Contract No. 2018-242 to Fann Contracting Inc for the construction services of the Runway Rehabilitation project at PRC;

(4) possible authorization of expenditure of the local grant match in the amount not to exceed $142,500.00 and

(5) possible authorization for night work to be performed at the Prescott Municipal Airport.

Councilman Blair said when you start doing the runway improvement how do you manage the slurry bombers and regular traffic with the runway torn apart. Ms. Sobotta said their season ends is July 30th. There will be two (2) other locations which will be offered during that time or a shorter runway will be offered, if needed.

Councilman Goode said he is a great supporter of the airport and is excited to see this project coming to fruition.

Mayor Mengarelli acknowledged Ms. Sobotta's efforts and work.
