Item Summary


Approval of this item will authorize an Intergovernmental Agreement (IGA) with the State of Arizona, Department of Transportation (ADOT), to utilize Highway User Revenue Fund (HURF) Exchange monies for use in paying a portion of the upcoming SR89 Pavement Rehabilitation Project between Willow Lake Road and Phippen Trail (MP 318.3 to 316.2).




SR89 through the Dells has historically been a state highway, with ownership and maintenance by the Arizona Department of Transportation (ADOT). This remained until a series of IGAs for roadway ownership transfers involving Fain Road and SR89 occurred in 2011, between ADOT, Yavapai County and the City; resulted in Segment 2 of SR89 between Hillsdale Road and 900’ south of SR89A becoming a City right-of-way.


As part of this agreement Yavapai County was obligated to provide roadway maintenance for a period of five (5) years, at which time the City would then take over this responsibility. Additionally the agreements required that certain pavement preservation would occur on the SR89 Segment 2 by ADOT, prior to the turnover of ownership to the City and Maintenance by the County.


Subsequently no pavement preservation work was provided by ADOT prior to the start of the five year Yavapai County maintenance period, and no major work was completed between 2011 and 2016/17 by the County before all maintenance responsibility was transferred to the City. With the existing pavement now deteriorated beyond preservation methods, both rehabilitation and preservation projects have been awarded as part of the City’s Pavement Maintenance Program.


Understanding the importance of SR89 to the City and the Region, ADOTs Northwest District has pledged to contribute $315,000.00 dollars toward the cost of the City’s Pavement Project. This is equal to an amount that they would have spent to provide a pavement surface treatment per the 2011 agreement. This money is being provided through a CYMPO HURF Exchange program (loan) which allows it to be advanced and paid this fiscal year and repaid in a future year to CYMPO through other ADOT local funds.


The IGA provides for the payment of these CYMPO HURF Exchange Funds for the purpose of paying a portion of the City’s SR89 Pavement Preservation Project whose scope, schedule and work qualifies for the program.


Financial Impact


These HURF Exchange Funds offset $315,000.00 of Street Funds budgeted to pay for the SR89 Pavement Rehabilitation Project.
