Item Summary

 

This item allows for the City to enter service and purchasing contracts with City Councilmembers, appointees and/or employees, as set forth in the Resolution.

 

Background

 

Arizona law allows for the purchase or services or merchandise from City officials and employees without using public competitive bidding procedures if such purchases do not exceed three hundred dollars ($300.00) per transaction or exceed one thousand dollars ($1000.00) annually, if a policy allowing such transactions is approved by the City Council.  The attached Resolution is in accord with A.R.S. §38-503 and would allow for:

 

(1)  The City to enter into a contract with a public officer or employee of the City to provide items or services to the City, in an amount not to exceed three hundred dollars ($300.00) per transaction, or in an amount not to exceed one thousand dollars ($1000.00) in any one year, without using public competitive bidding procedures.

             

(2)  The City to enter into a contract to provide any item or service to the City in excess of three hundred dollars ($300.00) per transaction, or in excess of one thousand dollars ($1000.00) in any one year, but only if the contract is awarded pursuant to a public competitive bid.

 

Financial Impact

 

This policy would allow City officials and employees to contract with the City for goods and services pursuant to statutory limits provided in the Resolution without public competitive bidding, or alternatively, allow a City official or employee to contract with the City in excess of those statutory amounts if public competitive bidding is utilized.
