Item Summary


This item is to provide an additional Public Hearing on proposed new and increased water and wastewater rates and fees.




On October 23, 2018 Council adopted a notice of intent to increase water and wastewater rates, rate components, fees and services charges and set a Public Hearing on the proposed rate and fee increases for January 22, 2019.  The final public report on these proposed increases was published on the City’s website and provided to the City Clerk on January 11, 2019.  A Council workshop on the updated water and wastewater rates was held on January 22, 2019, at 1:00 pm and Council opened the initial public hearing at its regularly scheduled January 22, 2019, 3:00 pm hearing.


To meet the statutory requirements Council needs to continue the Public Hearing on the new and proposed increases to water and wastewater rates and fees open until the February 12, 2019, Council meeting after which the Council can consider adopting the new and increased water and wastewater rates and fees.

Finance Director Mark Woodfill provided a presentation to Council with a review of the Setting Process calendar and stated that this item will be continued to the February 12 Voting Meeting because of some changes to the reports.

Citizen Leslie Hoy addressed Council stating that she is in favor of Alternative 3, but does have concerns regarding the alternative surcharge costs covering the 20% of Big Chino Pipeline costs. She stated that the money for that was held in a separate fund and would no longer be based on her understanding which she objects to because it takes away transparency.
