Item Summary


This item is for approval to amend City Contract 2019-133 with Charlie Pepper, Inc., utilizing the cooperative purchasing agreement within the City of Chandler Contract No. WA8-885-3868. The amendment will extend the existing City Contract for additional fiscal years in an amount not to exceed $50,000.00 annually.




The Airport Water Reclamation Facility utilizes an on-site sodium hypochlorite generation system to produce liquid chlorine for the disinfection process. Effluent disinfection is a requirement of the plant’s Aquifer Protection Permit (APP) as the final stage of the treatment process to reduce pathogens. Producing liquid chlorine on-site provides a cost effective method of disinfection while eliminating the inherent hazards of chlorine gas or high strength liquid chlorine, which would both be produced offsite.




The City of Chandler currently utilizes Contract No. WA8-885-3868 with Charlie Pepper, Inc. of Mesa, Arizona for the purchase of water treatment chemicals (see Exhibit A). The contract, in effect since June 18, 2018 contains a ‘Cooperative Use of Agreement’ clause which will be utilized for this procurement. The City of Chandler’s contract was approved for a one year extension beginning July 1, 2019 and ending June 30, 2020. The cost of delivered salt will be as follows:


Salt (per ton):                                          $127.50

Delivery (per truck):                                          $550.00


The delivery cost to the City of Prescott is greater than the delivery cost to the City of Chandler due to time and distance considerations.


Financial Impact


FY20 funding in the amount of $50,000.00 is available in the Wastewater Fund for this contract. Funding in subsequent fiscal years will be based on Council approval.
