Background

 

The contract is for professional engineering services to conduct topographic survey, drainage analysis, and other engineering services for the public safety training facility on Sundog Ranch Road. 

 

In years past the facility was developed in a patch work style with little consideration for matters such as drainage, utilities, and future training facility needs.  Some features of the current site are in excess of forty years in age and have outlived their useful life expectancy, thus in need of eventual replacement. 

 

The contract will include a detailed topographic survey, subsurface utilities investigation, geotechnical investigations, evaluation of existing electrical system and recommendations to restore and upgrade training field lighting and for the provision of future electrical service requirements.

 

The contract also includes a drainage analysis and recommendations on improving drainage at the facility.  In its current condition, the training site does not drain properly and training activities are hampered with standing water.  The contract also includes evaluation of existing concrete slabs for structural integrity and positive drainage.

 

Procurement

 

Civiltec Engineering, Inc. was direct selected for this project based on their experience in developing master plans. Civiltec Engineering, Inc. has a proven track record in topographic surveying, utilities investigation, drainage analysis, and various other engineering disciplines. Civiltec Engineering, Inc. is staffed and ready to commence immediately with engineering design services.

A scope of work was developed, and a fee negotiated (Exhibit A).

 

Project Schedule

 

Design of the project is scheduled to be completed within eight (8) months of the Notice to Proceed.  Construction will follow by separate Council action.

Financial Impact

 

Funding for this contract in the amount of $97,784.00 is budgeted in FY20 and FY21 from the General Fund.

City Manager Michael Lamar introduced the presentation to Council regarding the drill grounds next to the transfer station which have had a great deal of drainage issues that are causing issues for the training of our safety personnel. This is a city asset that is in disrepair and needs to be addressed.

Fire Chief Dennis Light continued the presentation to Council regarding the Fire Department's usage of the drill grounds for their 200 plus hours of structural firefighting training, trenching training, live drills and more. He stated that they use the drill grounds for most all of their hands on training and that much of the existing infrastructure is over 40 years old and needs to be repaired.

City Engineer Aric Stewart addressed Council regarding the issues with existing infrastructure and the proposal from Civiltec to address the issues.

* Drainage on the hillside - will be examined with topographic survey and drainage analysis. There is a great deal of ponding that takes place in the area

* Pavement condition - will be addressed with geo-technical evaluation and new pavement design

* Existing electrical system - will be addressed with full evaluation and master plan design upgrade for entire site

* Existing water and sewer - will be addressed with design site for gravity sewer and abandonment of existing septic tanks. Design of an onsite water system to deliver adequate fire flows and wet utilities will connect to Storm Ranch offsite improvements.
