Item Summary


This item is for approval of Amendment No. 1 to City Contract No. 2018-201 (City Contract No. 2018-201A1) to Fann Environmental, LLC for Phase 2 design services for the Airport Production Well No. 5 Design-Build Project, in the amount of $211,083.00. Funding is available in the Water Fund.


The well site is located on City property near the APS Solar Power Station North of the Airport Runway (see attached location map).




The City currently utilizes a well field located in Chino Valley for the City’s primary water supply. The City also supplements the Chino Valley water supply with wells in the vicinity of the Airport.


In 2005, the Arizona Department of Water Resources (ADWR) granted the City an increase in its Designation of Assured Water Supply. In conjunction with the increase, ADWR requested that production capacity be augmented in proximity to the City’s existing recharge facility in the Airport area. The proposed location of Airport Production Well No. 5 is in accordance with ADWRs request for additional well capacity in the Airport area. Development of a production supply in this location will increase the overall reliability of the City’s water production infrastructure.


Phase 1: The Design-Build Team successfully designed, drilled, tested the hydrogeology, geophysical and water quality metrics of the wellPhase 1 is now complete. 


The Design-Build Team will proceed under Amendment No. 1 with phase two of the original contract.


Phase 2: Final construction plans will be developed for the well pump building, required connecting water lines, electrical supply facilities, and details. Also included in Phase 2 are post design phase services including as-built plans and record drawings. The final well equipping will be based upon 2500 gallons per minute production, which came in higher than estimated.  Based upon the water testing report the water is of very high quality and arsenic treatment will not be required.


Phase 3:  The Design-Build Team will deliver the project through a negotiated Guaranteed Maximum Price (GMP) for equipping the well, and associated infrastructure to tie into the City system through a future Phase 3 amendment.




From the Statement of Qualifications (SOQ) dated on November 2, 2017. Fann Environmental LLC was selected as the highest rated firm for the project proposal. The Phase 2 well pump building design scope of work was developed, and the fee was negotiated. The Scope and Fee Proposal is included as Attachment 2.


Award of contract in the amount of $211,083.00 is recommended.


Project Schedule


The Phase 2 well pump building, piping and electrical design, is scheduled to be completed within six (6) months of the Notice to Proceed. Construction and the final well equipping GMP will follow by separate Council action.

Utilities Manager Eric Bay provided a presentation to Council regarding the installation of new production well in the airport zone. This phase of the Project will provide detailed design and develop guaranteed maximum price for construction of the well site. The well site will be the third in the airport zone, and largest producing well by double.
