Item Summary

 

This item is to award City Contract No. 2020-057 to Fann Contracting, Inc., for construction of the Airport Trunk Main Phase 2B project in an amount not to exceed $10,130,181.00.  The project includes the installation of approximately 2.5 miles of 48-inch, 36-inch and 24-inch diameter centrifugally cast fiberglass reinforced polymer mortar pipe (CCFRPMP) sewer main; and Award of City Contract No. 2020-056 to Lyon Engineering in an amount not to exceed $395,195.00 for Post Design and Engineering Services for the Airport Trunk Main 2B Project. Additionally the approval of night work associated with crossing the Hansen Materials site and the State Route 89A boring on the project. The project vicinity map is included as Attachment A and the proposed scope and fee from Lyon Engineering is included as Attachment B.

 

Background

 

The City of Prescott currently operates two existing wastewater treatment plants to process wastewater generated by the City. One of the plants, the Sundog Wastewater Treatment Plant (WWTP) is aged, nearing the end of its service life and capacity. At the City Council meeting on April 28, 2015, in lieu of rehabilitating the Sundog WWTP at a much higher expense to the City, direction was received to move forward with Centralization of the wastewater system to provide all treatment at the Airport Water Reclamation Facility (APWRF).

 

This project will complete the Airport Trunk Main portion of the Centralization program and will bring the City one step closer to abandoning the Sundog WWTP. When complete, this trunk main will convey all wastewater flows sent to the APWRF.

 

Additionally, this project includes the installation of a future water main crossing of State Route 89A (SR89A) at Larry Caldwell. The water main is being included in the project to realize the cost saving benefits of completing the boring under SR89A while the major equipment is mobilized and in use on the project. 

 

Bid Results

 

The project was publicly bid on two consecutive weeks during August 2019.  Five (5) bids were opened August 29, 2019 with the following results:

While performing the evaluation of the bids, it was determined that the apparent low bid from CLM Earthmovers, LLC was not fully responsive and examination of the contractor’s qualifications revealed that the bid was also not responsible. A responsive and responsible bid, in accordance with the bid documents was required to include a Qualification Statement from the contractor showing that the contractor is experienced and qualified in the construction of piping systems of similar size and nature as that for the Airport Trunk Main Upsizing. The bid submittal also required the contractor submit 3 forms each for the contractor and key supervisory staff or subcontractors showing their experience and qualification in the construction of large diameter piping systems of similar size and nature to that for the Airport Trunk Main Sewer Project.

 

After determination that the apparent low bid was not qualified, City Staff began evaluation of the second lowest bid. It has been determined that the second lowest bid was both responsive and responsible in accordance with the bid documents. Written bid confirmation for the second lowest bid has been received from the contractor and verification of license, bonding, references and past performance of similar projects has also been completed. A bid protest has been filed by CLM Earthmovers, LLC. The City Manager as Chief Procurement Officer has found that there is no basis to stay award of this contract.

 

Based on the complete evaluation, award to the second low bid in the amount of $10,130,181.00 to Fann Contracting, Inc. is being recommended.

 

Project Schedule

 

Per the contract, all work must be substantially complete within 480 calendar days of the Notice to Proceed. The following is the anticipated project schedule:

Financial Impact

 

The Airport Trunk Main Phase 2B Project and the Post Design and Engineering Services are budgeted in FY20 and FY21 Wastewater and Water Funds. Funding for the project will be provided by the Water Infrastructure Finance Authority (WIFA) through debt service to the City of Prescott through a low interest loan.

Utilities Manager Eric Bay provided a presentation to Council regarding the Airport Trunk Main Phase 2B Project. This is the largest collection system project that the city has ever undertaken, upon completion and connection to Phase 1 and Phase 2A will be the most important and critical piece of our sewer inventory. Begins at Peavine Trail and continues south and east, will be very complex project and installation with limited margin for error including installation of a 48 inch trunk main inside of 72 inch casing under Highway 89 without any interruption to traffic. Installing polymer fiber reinforced piping, and the design of this project should last well over 100 years.

The Project was publicly advertised the apparent low bid was not responsive, so the 2nd lowest bid was selected as the responsive and responsible bidder. Funding will be through low interest loan.

Mayor Mengarelli commented that this is a very big and important project and he is pleased that traffic will not be interrupted.
